Everyone hates Gaenor. Everyone LOVES killing the little swit, but it's hard to do, because he's really lucky. Well, his luck just ran out. With this mod installed, you can walk right up to Gaenor, taunt him into a fight, and rip him a new one. His luck is low, he won't even ask for a favor, and his other stats are embarrassing.

I forget, in the vanilla game, does he have amazing luck which makes him nigh impossible to hit before he runs off to get "powerful allies"?

Yes, he does. There are two Gaenors (the pauper and the ebony warrior), both of which are endowed with an ability that boosts their luck to insane levels. It's so you can't kill him while he's still unimpressive looking (thanks Bethesda). So I removed the ability from the pauper and scripted the warrior to never appear under any circumstances.
