Silent NPCs: how to stop the lip movements?

My silent NPCs are coming along nicely, thanks for all the help so far.

A quick recap on what I want to do: I have some NPCs who should never talk, and apart from the occasional change of expression probably never respond to the player.

However, they do have dialogue which complicates things somewhat. One exchange might go like this:


The problem is that I get lip movement when they "say" their "stares ahead blankly" lines, which undermines the effect. Does anyone know if it can be turned off? I tried unselecting the "Has LIP file" tick box, but that just gives me faster lip-wobble
