Is there a minmum level requirement for this house (Morthal) like Heljarchen Hall (Dawnstar - Level 24)?

I ask because Urag wants me to go to Movarth's Lair for a book. I just hit level 16. Can I get the house yet? If I do this to completion, will this mess up my getting Winstad Manor?

I looked on the UESP site and they say nothing about a "minimum level."

Uh, why would there be a minimum level for acquiring a house? You must just do the necessary quests so that the Jarl allows you to buy land and build a house on it.
