Lip sync troubles in a scene.

I have set up a meeting like the one in High Hrothgar, with my seven NPCs sitting around a table. Everything is working perfectly, all the NPCs saying their lines, all animations playing perfectly, all AI packages running perfectly, all head tracking working....but of course there just *has* to be one problem.

One of the NPCs is 'lip syncing' during other NPCs lines. This happens every time I check it in game, so it is not a one off thing, but a repeatable error. There is nothing that should cause this, I have checked her lip sync files, checked the scene phases and the only thing she is supposed to do during the phases that she is doing this 'phantom lip sync' is head track the NPC that is actually talking.

This did not happen before I had all 44 phases set up in the scene. I checked at 10 phases and 20 phases and so on and everything was working fine then. The only thing I can think that I did right before this started was to 'add a phase before the current phase'. I added a phase and split her lines a bit over two phases instead of one in order to make her head track a specific NPC during one line. But I removed that added phase and the problem is still there. Also I do not have a backup ESP for before I added that extra phase.

Has anyone else had this 'bug' where an NPC is *talking* like they have verbal diarrhea when they should not be? Is there any fix for this?
