Okay, I just want to spawn a creature in front of me to kill it for part of the Kvatch Rebuilt mod. A couple of the creatures needed for the quest barely ever surface anymore since their levels are way too low for my character at this point. I know their IDs but don't know the command (apparently). Is the command "placeatme (number)" or "player.placeatme (number) or something else?

"player.placeatme" is the one you want.
