Does the NCR control all of California, I ask because I want to role-play a character who's from the East bay and is anti-NCR.

There isn't a definitive border, per se, but NCR territory covers most all of California with stretches down into the reaches of Baja to the southern areas of Oregon, along with some area of western Nevada.
