When I activated it, I saw a list of available 7 languages, which not including my native language - russian.
At the same time, there is any info about any language restrictions at Steam Store page (see https://Store.SteamPowered.Com/app/72850/).
I investigated this issue in depth and wish to report you:
according to SteamDB.Info source information, there are 7 different Steam subscriptions, which contains in its title 'Legendary' word.
2 of them (## 28026, 28188) are for Ru/CIS region, 2 of them (## 27101, 28187) are global but not availiable for purhase at RU/CIS region

That should be fixed. As You see, that's already more than personal.
DESCRIBED INVESTIGATION SHOWS THAT THIS IS GLOBAL ISSUE became because of FAILINGS MADE BY AUTHOR(S) of 'Elder Scrolls V: Skyrim' SUBSCRIPTIONS THAT MUST BE FIXED AS SOON AS IT POSSIBLE.
