USA is utterly destroyed and gone. They did survive the nukes as the enclave but they were still destroyed when collecting their experiments (chosen one and lone wanderer ended the USA last government and people)

China also had bunkers, vaults etc. Their government thus survived when the US perished.

I want you to point me to an actual source which indicates that the Chinese government, as an entity, as a nation, survived the Great War to claim "victory" and it is still around to claim 'victory' and hasn't been swept aside by whatever factions sprung up post-war in China.
