Gardener of men issue : V

Okay so I am trying to complete the part of the quest that says I need to learn the knowledge from book Epistolary Acumen. Upon entering the book I activate the scry thingy that unrolls the bridge to the moving tunnel. That moving tunnel only goes to a dead end were a black tentacle whips at me. I am reading online that that tunnel should go to a platform that allows me to keep moving into the book.

I have read and completed two other books that I was able to complete without any issues, so maybe I already did Epistolary Acumen but the quest Gardener of Men is still showing an unchecked diamond for learning the knowledge in the Black Book Epistolary Acumen. I know this is to complete the Bend Will shout, and so far I only have the part for Earth.

The books I have completed are the Winds of Change and Waking Dreams. Maybe I need to take this book to someone at the Skaal village but I don't know who.

So the main issue I am running into is that moving tunnel in Epistolary Acumen isn't moving. Maybe its bugged?

Oh also I have read on line Hermaeus Mora is supposed to appear and talk to me but I have not seen this NPC

(EDIT) After watching a video on youtube I think the first time I went there Mora DID talk to me, but I didn't look up at him. I recall the dialog of him talking. But the tunnel still wasn't moving.

Are you sure you haven't missed a switch somewhere?

Well from the videos I have seen on Youtube that moving tunnel is supposed to move at both ends but only the end I enter into it is moving. When I run to the end of that tunnel its not moving. It's just pointing at some tentacle monster that is on the far left. If the tunnel moved to the right side of the map there is a platform for me to activate a switch to bring down another rolled up bridge, in either case I don't know why the bridge isn't moving.

I wonder if a water walking potion will allow me to walk on this black shiny water so I can just by bass this bridge.

I read online the water walking boots should allow me to walk on the blank shiny water so I assume the potion will work to (haven't found these boots yet, maybe I will just do that first). Ill use the shout Ethereal to make sure I don't get hit by a random tentacle as I book it to the other platform and bypass the swinging tunnel.
