I've almost completed the Young Hearts quest. My last step is to return to Jack (and Janet in the hanger). The problem: They're standing up on a platform working on a welding project. I can only communicate with Janet, yet need to communicate with Jack to compete the quest. I can't figure out how to climb the platform to reach him. Is this a glitch..?

No really. Leave the cell, wait sometime and re-enter the cell. It helps sometimes with the NPCs routine.

Ha, ha..! What is so weird, is that I've already played through this game once and the platform was never there. Thanks for your help..!

Mission (finally) accomplished..! Waited a few days, then returned. Spotted Jack up on the platform, jumped up and immediately clicked X. Got him..! Life is good...
