Raise speech on shout?

Other than keywords is there any way to make a conditional that looks at voice points or whatever shout is tied too.

Would like to set an enchantment or spell for speech bonuses when you shout, have it run a minute or so. I can do this for stamina to fire off on 50% stamina but I need to do it when you shout…. The more I like at it the more you need to do keywords that means changing each shout and I would rather not do that.

I'm trained as a social scientist, and I'm skeptical that it would make sense for "Speech" to be trained by Shouting. Not to say it is inconceivable but . . . it seems sort of anolgous to: "you practice firing an AK-47, which involves using your fingers for a precise task. So this trains you to be a better painter, which also involves using your fingers for a precise task" :D

I think the idea derives from a prema prek, someone wanted it as its own mod so I thought I might give it a go, seems there’s no connections to shout points or shouting so I cannot make an easy conditional out of it, so I guess keywords is the way to go?

It's from 2012, but I've used it in my game for a long time, and it works.
