What are the best mod combinations for these balance issues?

I'm looking for mods that will balance the following:
1) Skills - buffing underpowered skills
2) Monster's don't scale past level 20 so the game becomes very easy
3) Balancing item sell prices so you don't end up with infinite amounts of gold
4) Balancing alchemy (fixing exploits such as getting +huge amounts of stats for huge amounts of time)
5) Fixing enchant exploits (similar to alchemy problem)
6) Fortify skill exploits where you gain huge amount of stats for huge amounts of time
7) Fixing the exploit where you can drain your skills to lower training costs
8) Fixing the exploit where you can fortify a trainer's skills to turn them into a master trainer.
9) Fixing the exploit where you can't get caught stealing if you steal when jumping
10) Assassins drop loads of money, breaking the economy and attack you from the beginning of the game
I think that "Morrowind Advanced" would do 2
I think that "BTB's Game Improvements" would do 3, 4, 5, 6 and 7 and 8.
I think that "Delayed Dark Brotherhood plugin" would do 10
If I am correct about the above (I'm not sure if I am since I havn't used any of those mods and I have only read about them), then I would just need a mod for 1 and 9.
Does anyone have any suggestions for 1) and 9), assuming the mentioned mods don't already tackle them.

Most of those are obvious exploits, so the easiest solution would be to just not abuse them.

BTB's Mod will cover almost everything on the list though. Perhaps add on Creatures XI if you want some higher level monsters and some DB mod to stop the assassin attacks.

If you really need a fix for #9 it could probably be made with a simple script that stops the player from looting whilst jumping, but IMO it's not worth having a dedicated script just for that when you could, you know... not do it.

Personally, I do not consider fortifying your skills as an exploit since that's part of the game otherwise we wouldn't have skills in-game and Morrowind would be a bit boring to play.

Most of those can be fixed by a combination of Wakim's game improvements, Economy Adjuster and the optional magic tweaks in the Code Patch.

Adiing to what others have said,

2) You can use creature mods like Piratelord's creatures to expand the existing creatures

3) My weapon and armor mods somewhat addreses those issue. Also it works reasonabaly well with BTB's mod, which goes a long way to correct the imbalncees in the game.

I would agree if it wasn't possible to run around with +900 for huge amounts of time. Maybe if it didn't stack or something, I don't know.

I don't know. If all you are really troubled about is the duration of effects from potions, you might consider using Dispell on yourself. That works for me in my game, but then I'm not using any of the mods that have been suggested.
