Help me understand "Force Into Alias When Filled"

Hi All!

I have a scene that needs some spectators. So I've been grabbing five arbitrary locals with quest aliases. (Don't worry, this scene is unlikely to break any ForceGreets).

Anyway, it can happen that there's aren't enough qualified actors in the area, so I've whomped up five generic NPCs in a holding cell and pointed fallback aliases at them. That means that if specator4 isn't filled I can force the actor in fallback4 into the slot, slyly teleport him into the scene where they player can't see him and no one knows the difference.

What I'd like to do is use "Force Into Alias When Filled" slots though, since I gather that's what they're for. I'm just not sure of the sequence. What would I do, fill the spectator slots with the fallbacks first and then have maybe local0 to local4 which would force override the corresponding spectator alias if it found target? Or does the force only happen if the alias is unfilled.

The wiki doesn't seem to address the point at all, and I find myself oddly reluctant to experiment for some reason.

Anyway, if anyone can explain it to me, I'd appreciate it.
