Clean install - Steam - Scripts rar file

I just did a clean install (Deleted everything prior from the Skyrim Folder in my steam directory, yes EVERYTHING) . This is the second time I have done it this week. First time I noticed a scripts rar file and thought it came from a mod. Now I have confirmed its part of the steam download. Does anyone know anything about this?

It contains two folders, Dialogue views (XML) and scripts\src\ with what looks to be all uncompressed (Duplicates from the BSA?) script files from skyrim and DLCs).

I am wondering what it is for.

I assume its for modders and since I also downloaded the Creation Kit, I wonder if it came with that? However I am loathe to simply delete it incase it might be neaded (things in the source directory usually are not in use in the game, but the dialogue views folder worries me.

Anyone know anything about it?

Edit: Sorry, its in the Skyrim\Data directory, Should have led with that. Clean install doesn't create a scripts folder so was curious if there was a hiccup somewhere.

Yes it came with that: Dialogue Views are for easier editing in the Creation Kit. They are in no way needed to play, and not even required to edit. They just make it a bit easier.

The src folder is related to SKSE, is only useful for programmers, so most users can ignore it.
