Building On Top Of Requiem As A Modding Foundation

Hello everyone, I have tried my best to build a modded game from scratch using only other basic mods but to this point there are issues that I just cant resolve. Requiem has a ton of what I was wanting in the first place and dispite me reservations all the quarks and faults associated with Requiem are still much more desirable when comparing to what I tried to put together on my own...

My personal desires here are to make a brutally realistic yet balanced and playable game that would make even the most hardened war gamer struggle to succeed. If other people want to take this in other directions that good too, all are welcome, lets just all agree to announce our intentions before hand so we dont get confused... xD

As for combat, I liked Ultimate combat, Combat evolved, active combat, locational damage, that kind of stuff. I find that being able to die in one or two hits (unless up armored) makes combat really exciting and, on occasion fear inspiring. I know that Requiem already has this and a few other things built in, my only question is about AI and how to refine what already exists to make the enemy smart enough to put the player through their paces and have all the effects be usiversal so that the player doesnt have a stamina penalty or something like that and have NPCs not have that same penalty.

Ill add more if people take an interest in the subject.
