when i go to put the password there are 3 dogs hostyle to me and i cant get past them without making the NCR hate me...i didnt sneek into the base i used my science skill to get in any one know if this is a bug or intended?

Weird, I snuck in the side entrance, and when I got to the dogs I smoked them all, even with a guy and his dog walking nearby. I did not receive any NCR infamy or any retaliation.

I blasted the dogs, plus 2 NCR guys that were nearby. I finished the quest, then fast traveled away. Slept for a bit. I came back and everyone was cool.

That happened to me too I just avoided them, but you can just avoid them.

Yeah I just told my companions to wait, ran in and took the hits, and ran back out, locking them in. Nbd.
