Help me with MODs do not work

I can not install any MOD, all I try to Skyrim, make a check (checking 1 of 10 ...) and simply ignore after this, to get into the game the functions of mods whatever does not exist;
in datafiles list i not see any mods, only of 3 of expansions and 3 of HighTextures, all from Bethesda;
■ Is there any way to know if SKSE is working the console?
■ A list of commands implemented by SKESE?
Win7, Skyrim Steam;

What mod you wanna install ???

Manual installation or through NMM (Nexus Mod Manager) or Mod Organizer.

Nothing for both. I try install SKSE, and try install MODs direct by steam, only, i dont know need more things (i need it mod manager? if is is bad).

I only check in DATAFILES option and no see installed MODs and nothing work to MODs.

The say checking 1 of 10 (for sample) and stay in 1, and after seconds end check, i run normally but without mod.

To download a mod you will need to subscribe to it first. Have you done that ???

You can subscribe to a mod to it by selecting its thumbnail on the http://steamcommunity.com/sharedfiles/browse/?appid=72850.

Why you don't download mods from Nexus instead ???

Just subscribe to nexus for free, and download any mod for free. (i thing it's much easier)

I know how to do to install a mod by steam, but is simple.
The question that something in the game or in my PC is blocking or undoing the changes of MOD facility.
But can leave, I'm just tired of the game, it is full of bugs, too full of movie dialogues. How long the company has not released an update? 2 years or more? I will continue playing without any mod, turning to the console commands and ready.
I will not install this nexus, I did not like it, if it's free, because then requires account? Worse downloading is done by a downloader, I do not trust it!
If my anger and hate that game go who knows, maybe I'll do a resettlement future. Or going online version. (doubt)
I appreciate that you have been trying to help me, sorry if I made you lose time.

Should i ask if you have moved your install folder to another location, or drive (HDD) ???

Also can you check on that file:SkyrimPrefs.ini in the Documents\(User)\My Games\Skyrim folder if you have this: "bEnableFileSelection=1" ???

...and that's not read-only ???

Make sure that the plugins.txt under C:\Users\[username]\AppData\Local\Skyrim\plugins.txt are writable by opening their properties and unchecking the "read only" check box.

Also have you installed your mods in the correct folder ???

C:\Program Files (x86)\Steam\steamapps\common\skyrim\Data

Also, give Full Control permissions on your Skyrim folder

  1. In Windows Explorer, go to your 'Steam\SteamApps\common\' folder and right-click your Skyrim folder.
  2. Click 'Properties...' and navigate to the "Security" tab.
  3. Click the "Edit..." button below the top box. A new window will open.
  4. In the box at the top, click on "Users (/Users)".
  5. Tick the Allow box next to Full Control. (If the Allow box is ticked and greyed out, then you already have Full Control permissions through another folder higher up, such as your Steam folder.)
  6. Click OK, then click OK in the Properties window also.
