Question about making a modtutorials

In regards to the Construction of Strongholds and Raven Rock in the original game and expansion, I was curious, is there perhaps a tutorial or some form of explanation how to set that up if let's say I wanted to make a mod where you construct a town/or home?

I don't have much experience with the CS or scripting, but I think it's simply done by disabling the buildings/building parts you wish to have constructed and enabling them when desired, e.g. a few days after the player gives the order to construct. It probably gets a little more complicated if you want the player to decide what is built where.

You possibly know of any potential tutorials that might be able to explain how it was done?

Any tutorial that teaches you how to make a quest will teach you what you need to know.
All of the construction of the buildings is done through the Journal Index, with a simple Disable/Enable script.
The Journal is a powerful tool to manipulate what you want to do in the world  (there are other ways too, but for a quest the Journal is your friend)

There's a current thread collecting all the tutorials, http://www.gamesas.com/topic/1518277-documenting-how-to-mod-morrowind/
And my first post there links to the tutorial I learned to make quests with. (Mod Maker Manual)

There's lots of other good suggestions there too.

It might still be confusing at first, but if you know the basics of a quest you can apply that to making the Activators do what you want.

It's always a good idea to look at how Bethesda did it, and then just copy the idea as you see fit.
