Which DirectX 9 setup you try to install ???

You must first extract the files to a separate folder, and then install them running the DXSETUP file.

Also your R9 255, is not that fast as you may thing.

At what resolution do you play ???

Its not as slow either. I had zero problems with lag or choppiness on Windows 8.1.

A8 Processor.

At my normal resolution. 1366 x 768, I think. (Or lower)

EDIT: Didn't work. Extracted the files, installed the DXSetup and its still telling me I need an older version of windows.

Going to just try to update my driver.
