Strange Errors with Mod Testing

I'm attempting to modify certain enchanted items with the CK so that I can get their effects after disenchanting them, and I seem to be having some weird issues with the effects I've obtained.

The first one is the "Blessing of Talos" from the Amulet of Talos. I have Lv. 100 Enchant, so one would assume that enchanting another item with this effect would give me a magnitude greater than 20%........unfortunately, this is not the case. The shout time reduction magnitude appears to be forcibly capped at 20%, even if I were to use a Fortify Enchanting potion to create a new item with that effect.

The second one is the "Scholastic Mastery" effect from the Diadem of the Savant. When I open the Enchanting menu, it appears as it normally should, despite the fact that it somehow, instead of displaying the text "Spells in all schools cost less magicka to cast.", displays each "Fortify (X Skill)" individually. What's worse is, when that effect is selected, it automatically reads as "Fortify Alteration", and the "Fortify Destruction" portion of the effect somehow increases in magnitude from 5% to 15%. When I apply the effect to an item (again, with a Fortify Enchanting potion), the "Fortify Destruction" portion is the only one that increases in magnitude, leaving the other portions of this effect capped at 5%.

I'd really like to know......did I unknowingly do something wrong when I created this test mod? Or is this just some random glitch with the Creation Kit and the game itself?
