I am trying to assemble mods for a new playthrough the past few days but can't access anything on the Nexus site. I can't even access forums or network news to see if anything is reported.

I just now downloaded a test mod and accessed the forums without any problem at all.
a little more info would help.. are you getting an error (a 404 error for example)? are you just getting a infinite load? are you being redirected anywhere?
I am getting the same issue. No error messages, it just never loads. On the SkyrimMods subreddit people are saying its an issue with an ISP, specifically AT&T.

Well, I am getting responses now, but they are are slow. Yesterday it also seemed to be 4PM PST to 10PM also.
It would just sit there forever loading the page. It would either stay white or show the background image and header. I would just leave the tab running and go somewhere else on the net in another tab, until I finally gave up after several minutes. It does not matter where I tried to go on the Nexus. It would just stop at various places. The furthest I would get is that it would have appeared to have downloaded the complete mod page but I could not switch from the description to the other tabs.
I am concerned that with FO4 a month away, this might become a major problem.
Thanks for checking though. I can't find anything on my end to explain why only that one site is unusable in the evenings.

EDIT: I tried FireFox too (same result), but am usually using Chrome.

anymore info you could provide? are you running a firewall that may be blocking the page?
I've been having the same problem. I installed this --> https://chrome.google.com/webstore/detail/browsec/omghfjlpggmjjaagoclmmobgdodcjboh?, switched access to UK and it fixed it for me.
I went to AFK Mods to update all of the USKPs. No problems getting them at all (227 MB total). I have the ATT U-verse with the fastest download speed and get 1.5M per sec with most downloads.
I also downloaded the latest Wrye BASH 3.06 Beta and the latest LOOT without any hiccups.
So, every site other than http://www.nexusmods.com/ works great for me.
It must be a conspiracy.
There's been talk floating around for a couple of days now that this issue with Nexus is limited to anyone using AT&T Uverse, possibly only in California. So you guys probably need to call your ISPs to describe the issue and see what's going on.

Quite serious. There's a http://forums.nexusmods.com/index.php?/topic/3284764-unable-to-access-the-nexus-three-nights-in-a-row/ for it on Nexus, and there was another topic about it on Reddit. The only common factor between them all was Uverse users in California.
If it's working now, perhaps AT&T fixed it.
Interesting! Because I did think it had to be something like this (when others reported not having any problems), but thought ATT may be intentionally throttling my access to the site because of volume (amount of downloads). But it still made no sense that it was just that one site. Then I thought maybe ATT had a problem with the site because of something particular with the site.
My DSL connection also became unstable for several days, where my router would continually attempt to connect, fail, and try again. Eventually it would work again for a random amount of time. However, this has happened sporadically over the past few years.
Of course, I couldn't even access the forums during this to see if anything was reported there.
It's a bit of a hit or miss for me, but I don't use AT&T, I use Verizon cellular. For me, either the page(s) I requested will show up, they'll show up without any images or formatting, or Opera will tell me no data was delivered. Usually reloading fixes the issue.
