There are 2 unique sniper rifles: The Reservist's Rifle which has only three shots but crits a lot more and the Victory Rifle, which can knockdown enemies.

There are no silenced sniper rifles in Fallout 3, but the Infiltrator and the Perforator from the Pitt dlc are two silenced assault rifles.

There's also the Blackhawk, a unique .44 magnum which is basically a sniper pistol. Does more damage than your standard sniper rifle too.
