Haven't seen this before, but it's probably a spam filter. You joined today and you're already trying to PM several people, it might look suspicious. You will find out that you also can't post links yet. The restrictions will be lifted if you hang around a little longer.

Rosveen is correct, you need more posts in order to send PMs or post links. Join in a discussion and soon you'll be ok.
It's just to prevent spam bots from going wild
