You can just https://www.kickstarter.com/projects/1225594635/afterglow-a-post-apocalyptic-web-series/description to it, you know
Not sure about your project, though. It's good that you've got a lot of writing done, but so far, you have very little, if anything, to show. You have no contacts with actors, no team (and you'll need one, you can't do everything by yourself if you want to make a web series of some quality), no concept art, no concrete plans. You'll need all that to convince people to back your project. I can tell you're enthusiastic about it, which is good, but I'm worried people won't back a project purely on the basis of an idea, no matter how good it is or how much heart the dev put into it. It's a massive leap of faith you're asking, and with the Anything Goes-age of Kickstarter being pretty much over, I think you'll have a hard time finding backers unless you bring more concrete stuff to the table.
Remember, you know and love your work, but the world doesn't, and they'll need some kind of visible encouragement to convince them their money will be put to use for a good project. You could get away with just a rough idea if you were Brian Fargo or Jordan Weisman or Swen Vincke, but these are all veterans with a sterling reputation. As an unknown, you have to grab potential backers by the small intestine right away or they'll lose interest. So yeah, I'd advise getting some concrete stuff out there - actor commitments, concept art, a rough team layout, things like that. If you have those to show, your project will gather interest.
