Yes, it is. But I wouldn't bother about it if I were you. These forums are shutting down. We will all be moving to new forums soon. And when we do, we will have to make new accounts. So my advice is to just wait. You can easily make a new username when the new forums go live.

No, mods can't change user names. Only the admins can do so, but unless you have a valid reason they usually will not change it for you.
