No idea, but when I got the NCR Ranger Safe House key, that place was terrible. SUCH a let-down. Its nothing but a place to sleep. I would assume the BoS's is similar.

If you are talking about the bunker in hidden valley then you need a certain companion to get in, and its actually alot bigger. Reminds me of certain underground bunker i visited in D.C.

If you are referring to the key that you are rewarded after the quest "still in the dark", then the safe house is between raul's shack and bloodthorne cave. It is just above the road that leads east and kind of south from new vegas. sorry I'm kinda vague but i've not been there and am just doing this from my guide's map.

o and it has almost nothing in it. There is a reloading and work bench and some paladin.

Yeah the BoS safehouse has nothing to offer... just a paladin walking around and a couple of workbenches/beds.
