Even in the past making spell tomes, I found the spell okay in the console commands, but not the tome.... Now I'm having a similar problem with a note I made for a quest. I can see the quests in the console commands but not the note. Why is this and how do I fix it?

They are new items I created under the "Books" tab if that helps or has anything to do with it.

What happens if you place these objects on the floor somewhere? And if you do, make sure to place them a little bit above the ground or else they might fall through the floor.

Also, Are you making these by duplicating other objects or do you make new ones to begin with? I personally prefer duplicating because it will at least have working world models.
