Unable to complete quest "When Freedom Calls"

When I complete the quest "When Freedom Calls" it does not allow me to turn it in. whatever the trigger for the quest completion event is, whether it's killing the Deathclaw, or the last raider, it does not seem to be triggering on my xbox. I have reloaded from an earlier save and tried again, repeatedly. I have uninstalled and reinstalled Fallout 4 (not fun guys), and I still have the same problem. Any help?

The quest completed for me when I walked to the end of the street near where the Deathclaw pops out, after I annihilated everything of course

Check all the buildings in the Concord area - it's possible a final enemy is hiding somewhere. You can then head back to the Museum of Freedom.

What worked for me on the second try was to follow the script exactly. DO NOT kill any raiders after you're given the quest to get the power armor until you've entered the power armor. After talking to the hostages go straight for the power supply, then put on the armor, THEN go kill raiders and the deathclaw.

When I had the problem of the quest not completing I had taken a wrong turn and went to the front balcony and killed a few raiders before getting the power armor. I suspect that was a path the devs had not anticipated.

Hey thanks guys, yeah I didn't get in the power armor til the deathclaw showed up when I did it the "right" way it worked fine! And thank you Bethesda for making my GOTY!!!!

So what if I killed the raiders with my guns, then the deathclaw appeared, then I used armor to kill and now it won't complete. I have to start whole game over?

@Gstaff I have several. I've beaten the quest on multiple saves now. He doesn't talk to you, he stays out on the balcony telling you that he's counting on you. And not possible that enemies are hidden in buildings because deathclaw only spawns once the raiders are dead, so it deathclaw is dead then you know you've won. And I've killed him tons.

I did this (only killing the death claw with the armour and mini-gun) and the bug encountered as well. Then I've started again with the same save-game (standing on the roof before entering the armour) and killed all the targets (raiders and claw) with and could complete the misison like intended.

I did all the steps in order except killing Deathclaw. I came back the next day with the power armor and killed Deathclaw. Preston Garvey was still up on the ledge and wouldn't advance the quest. I spent several days searching the town for raiders and found no raiders but I did find the hobos. @Gstaff I have logged 12 hours up to this point and I don't have a save game after leaving the vault. I used quick saves but they seem to overwrite each other :-(

Got the same issue, looks like i'll be starting over tonight. Annoying after spending well over an hour looking for the remaining enemies in concord that didn't even exist! :sadvaultboy:
