How do I call Dogmeat if he is no longer around me. I have given the stay command and wandered off several times, which caused me having to backtrack to locate him. Anyway I can whistle for him like you could your steed in Skyrim?

Yes, found this very annoying myself. First off its easy to trigger by accident.
Secondly you might need to ask him to stop to trade if carrying too much then forget to have him follow.

On PC you could find him with the console by entering: player.moveto 0001d162
