Quick backstory, I use Pacify target a lot.

I pacified a few of the triggermen in the area right outside of vault 114. Afterwards, I went to open up Vault 114, the Pip-Boy made the animation, and all of the pacified Triggerman began to attack me before the Vault opening animation occurred. I killed the triggermen and went back to the vault. Now there is no option to open the vault, and I cannot continue with the quest Unlikely Valentine.

I have tried leaving the area and sleeping for many days to pass the time and this does not work.

Any suggestions?

I do not want to load a previous game as the last save is about 45 minutes prior to entering the Park Street Station.
