basically when you first encounter Skinny Malone and his GF.
i happen to have come across a situation where i fail the speach checks so i have no option but to fight my way out.

thus came the issue of i could hit Skinny all my bullets would go through him.
this came up after i had decided to reload the game first becasue i had aggroed them before the conversation took place.
and after trying to fight them properly the first time i tried to fight them properly i seemed to be able to hit him fine.

i just got unlucky and died but after reloading the scene for about the third maybe 4th time i came across this bug.
i cant really put it into much more deatail than that.
if needed i can make a video showing my problem.

fixed by leaving the area in game and reloading the save again
