After scrounging I finally nabbed enough caps to set up a few shops in sanctuary so I set two random settlers to a couple and Piper to the last.

I can access the vendors fine for two(One is annoying because every time i go back to him it triggers his first talk dialog, but that's less of an issue) but I cannot access pipers vendor inventory. I can talk to her and trade, but not barter with her.
