Either 4k resolution or GTX 780 TI issue.

I did some reading on "ComputedShaderDeferredTiledLighting" and it seems to have to do with computing how multiple light sources interact with objects to create shadow in a whole scene. So I started looking for what might be different. Inside a building light rays fell accross a couch and a skeleton's feet. They looked like painted white lines whithout any "rays" leading from the light source to the place where they fell accross objects. So perhaps what is missing is the "rays" themselves?

This is way over my head I am just theorising here, but my observation is accurate.

So I dual booted my machine with a trial run of Windows 10, and the game runs perfectly. No more every-second microstutter. There's some configuration somewhere that's just messing it up, and I don't know what it is. I would prefer to stay on Win7. I will keep digging.
