Terrible microstuttering every second - nVidia GTX970

The game is unplayable for me.
I get terrible microstutter and really poor framerate performance on my GTX970.
The frames freeze up every 1 second for about 100ms, I get killed by little cockroaches because I cant shoot anything.
The character movement is delayed, it's difficult to move around properly.
The mouse is very delayed in the menu's.
Tried the latest nVidia driver 135.89, made no difference.
Tried iPresentInterval=0 in fallout4prefs.ini
Tried adaptive VSync in nVidia control panel
Tried setting the fallout.exe to CPU affinity 1 (1 core only).
Tried Window Mode.
Tried changing the graphics settings all to Low and Off, the frame rate is now smooth, menu mouse movement has improved a bit, but the 1 second microstutter is awful.
I'm at a loss :(

All other games run fine.

I fixed the microstutter :)
At least in Windowed mode, havent tried fullscreen.
I set the VSync to "Adaptive Half refresh rate" in the nVidia control panel.

UPDATE

It wasnt Fallout4's fault at all!

VSync Adaptive Half refresh rate did NOT fix it after all because the stuttering started again the next day.

It was caused by the f.lux utility I have running in the background. f.lux dims the screen brightness (color temp) when the sun goes down. That explains why it was working fine last night, and not now (sun is still up). f.lux must deactivate after it turns the temp down completely.
The game is running as smooth as butter now :)

getting a less severe version of this issue as well (not every second but every few mins i'll get a span of about 10 - 15 seconds of stutter going on and off)

i have no heavy process programs going while play (in fact i have cortex running the game in a no explorer desktop mode to grab even more ram and cycles)

and i notice it's when a lot of textures have to load; particularly transparencies.

same card as you an EVGA FTW+ GTX970, when it's not stuttering i get smooth as butter framerates but that stutter is murder if it happens during combat.

so got any ideas?

i'm gonna try fiddling with control panel settings and texture settings to see what does what.

Have the same issue, GTX 770 4GB, running at 3840x2160 on a 4K monitor, tried all vsync options and graphical options to no avail. Don't have f.lux installed, so not sure what I could try.
