Can't find Combat Heavy Armor Right Arm

I'm on Xbox one so I can't console command. I killed a gunner in Quincy and found a almost full set of heat armor, I'm only missing the right arm. Any info on where I could possibly find it or buy it would be greatly appreciated. Thank you.
