I'm in the armor, I got the gun but I can't shoot it.

Whatever your "Fire" key is. (make sure you have ammo.) The barrels need to spin up before it actually start firing though.

I press the left mouse button and nothing happens. The only way it fires if it I go into VATS and choose a target first.

Press and hold the fire button. It takes a second or two before it starts to fire.
