Audio Issue-Have to look away from NPC's to hear them.

So I have an audio issue that is pretty much breaking the game for me. The issue is that once in game sound sources do not register properly. When I am looking at an NPC speaking, a radio, an enemy, or generally any sound source it sounds really far off and faint. The only way I can really hear the sound is to turn my character around and face away from the source.

So in order for me to hear an NPC talk I have to look away from the NPC, otherwise they are extremely faint and almost impossible to hear. It is as if the game recognizes my character in an inverted manner.

I have tried a full reinstall, updating various drivers, verifying game cache, playing around with the config file for Fallout 4, running everything as Administrator, and so on.

I have found a few people online with the same issue but no one currently has a fix. If anyone has an idea of what might help with this please let me know. I have spent several hours tweaking everything I can think of and I am burnt out. :sadvaultboy:

Win7x64

R9-270x Saphire

dx11

Do have 7.1 speakers but they're set to speaker fill unless watching a surround sound film.
