I'm assuming this is because of 144hz, it could just be in general. Basically what is said here Well apparently I can't post links to show whats wrong thats [censored]... After leaving a terminal my character freezes, unable to move or interact with anything. I know Skyrim had glitches when running above 100fps, since FO4 runs the same engine I think the bug is related. I tried setting my fps to 85 in the Nvidia control panel but the game runs at 144hz anyway. The only fix I found at the moment is to run in a window, but I only get 25fps then instead of 144. This is pretty game breaking, especially if doing anything with a computer terminal is required.

Now I'm running in Windowed borderless mode and the game runs as it should. The game simply isn't playable when running in full screen mode due to the above described bug.
