The title says it all. If these have been answered already, my apologies. Search on this forum hasn't worked properly in ages.

1. I read somewhere there was a way to toggle a top-down view for placing items you build. Is this true, and if so, how do you toggle it?

2. Any way to turn off snapping along the z-axis (up-down) when placing items? I've tried placing some clutter items on shelves, and they either go way above the shelf, or end up clipping through it. I can't seem to fine tune vertical placement.
