i'm on the mission nuclear option railroad. have to talk to z1, but then I travel into the institute it says I talked to him and I need to kill everyone in the relay room,

but i'm stuck by the elevator( which I can't go up into the relay room). anyone else having this problem? I have tried to load other saves this just keeps happening.
