i was exploring with cait when i get the quest "raiders problems in sanctuary hills"

it says to talk to preton about losing support from sanctuary hills...

i fast travel there and preston says nothing, not even the quest is mentioned, and the npcs aren't doing their jobs anymore...

i reloaded before the quest and fast travelled to sanctuary hills and got the sanme quest.

i can't even send ppl to sanctuary hills anymore...

please help me solve this.
