When running the game fullscreen, I get a perfect 60 fps but it is a stutter fest. Running the game in borderless windowed solves the problem, but I feel I'm leaving some performance on the table.

I tried disabling the frame cap in the .ini file, then forcing vsync through nvidia control panel, and then capping the frame rate @ 60 with Precision X, then a mix of the two, no dice..

Has anyone solved this problem, without going the windowed route?
