I don't understand how 60 years have past when he was ten when living with Kellogg. If that was you Android version then why have it travel with Kellogg when you are still frozen. If it was the real Shaun then it was recent and not 60 years which I know because the dog tracked him. Valentine never mentions that huge gap which would be extremely important to tell someone. Plus Kellogg not aging at all. He should be 90 or older.

As for Kellogg, you get something from him fairly quickly that's kind of a clue as to why he looks that way. And then you get something a bit later that is an even bigger clue when you find "Shawn".

Lets just say there is a reason why I use "Shawn"
