Cannot create supply line

Sorry if there is already a thread for this.

I have level 6 charisma but can't create supply lines. In workshop mode, I aim at a spare settler and select R1 but I don't get any response. When I aim away from a settler and select R1 I get the message 'This settler cannot be allocated to a supply line'.

I have four settlements with a radio tower in three of them.

I may be wrong but I thought you also need one of the perks (Local Leader maybe) in order to be able to order supply lines? I'm not 100% on that though because I haven't even attempted it yet.

The first rank of Local Leader allows you to assign supply lines.

That's correct. The local leader perk is applied at level 6, which I have. Still doesn't work.

I'm now level seven Charisma. Shouldn't that give me the Local Leader perk which should allow me to create supply lines?

Go to another settlement and go into the workshop mode, hit square to send them to the settlement you want to have a supply line. Move them there. Then go back to that settlement and try to assign that person to a supply line. Not every person can be used for a supply line.

I created a supply line to Hangman's Alley but for some reason they still aren't getting any food and water. Anyone got any idea why?

I uh...

Okay, so you know you actually have to use a level up point to -buy- local leader as a perk, right? You don't just get access to the perks from having enough of a stat.

Yes, I know. Otherwise I wouldnt have been able to create supply lines in the first place. What I said is I created a supply line to Hangman's Alley and for some reason they still aren't getting supplies. I want to know what Im doing wrong. The supply line is connected to The castle, and I made sure they have plenty of food and water to spare. I wasn't able to put any crops down in Hangman's Alley. Too constricted. And there wasnt much room to put in those small water cranks either.

Sorry, my response wasn't to you, but to the topic creator.

Provided you have them all linked properly, I'm not sure what to say. Although I have noticed that even though settlements are linked up, the water number etc won't increase, it will simply not be red anymore. Perhaps you have another supply line taking up too much of the supply pile (Provided that's even how it works?)?

Supply lines only share Junk and building materials nothing else is shared in experiance with supply lines, I have over 80 hrs into the game already, luckily I have not hit any major glitches that I have been reading about, save often in different slots, don't overwrite too often.

I'm sorry, but this is incorrect. Based both off the information in the in game manual (Menu - Help), as well as loading screen tips and actual experience with it, supply lines do in fact share food and water.

Try it out yourself. Start a new settlement, but don't plant any food or set up water. You'll see that when you have settlers there, the food and water are listed in red, and you will also get the little warning sign on the workshop page of your pip boy next to them. Now, assign a supply line. Provided you have an abundance of food produced vs the amount used, your food and water warning signs will go away, as well as turn blue when you're at your workshop menu for your new settlement.

If this wasn't the case, the settlers I assigned over to the Aiport settlement would have starved by now, since I didn't plant any crops. Instead, they do just fine and happiness contiunes to rise.

That makes sense, but I have not seen it happen for me, I wish it would share everything you store though, being able access weapons and armor from different settlements would be a plus.
