It would make sense for the first time you enter to steal it away from a raider, but it should not keep saying steal after you get out. Makes me look bad in front of the companions. Also on a side note I think if you are taking the armor along with the frame away from say a raider ( essentially repossessing), especially when you have to pickpocket the fusion core to make the raider hop out. It is really hard to be stealthy at the beginning of the game. Major point is the armor says steal when I go to put it back on.
