Unable to talk to traderscompanionsminor characters

I got this bug yesterday after finishing the Reunion mission (after which I'd turned the game off for a bit then came back to it later), whenever I try to talk to any traders it pops up with the "Talk" prompt but this never progresses into the actual conversation choices. My character will even say his opening line and the trader will respond (For example, I just walked up to Myrna - when I press the action button my character says "Hey, Myrna" then Myrna responds "I may sell just about everything...", The talk prompt does not disappear and the conversation doesn't progress from this). The issue is also affecting talking to companions, with them the actual dialogue choices does open up but I can't get any further into the talk options than that. I also tried handing in the paint for "Painting the town" and the same thing is happening there. I do seem to be able to progress with all mission based dialogue though.

I've tried loading back to an earlier save but no luck there since I don't seem to have any saves before it started, I've uninstalled and re-installed the game (on my xbox one) and nothing seems to help. Anyone know how to get around/fix this problem, because it's kind of bothersome to say the least? I have started a new character, and there's no such bug in this but if there's anything I can do to lose all my previous progress I'd appreciate it.
