What??? You mean not firing the warhead farther away than the radius of its fallout is a drawback? It's kind of a nuclear suicide vest.
There is a critical mass, yes, but that mass is not consistent between materials. It is theoretically possible for a smaller, weaker nuclear warhead to be made viable by using a material or bomb design that is more efficient at capturing neutrons. For example, the critical mass of some forms of Californium is about 1/4th of that of plutonium.
