I have finished storyline at live 35. I have discovered most of places and done crapload of side quests. I want to get mercenary trophy but I have done only 31 so far and they stopped popping.

Can someone tell me where I can get more of them?

I think easiest way is to respond to settlement attack. How make settlement attractive for riders?
