Can't defend The Castle *Bug*

I am super frustrated because the game is forcing me to stay in The Castle, and I can't quest!

I have a quest to defend The Castle, again(3), but the event won't trigger. If I leave and go someplace else for more than 3 minutes it says I've failed the quest and everything is destroyed. This is ridiculous.

There is an attacker outside the walls trapped on something, try running by foot away from the place and you should hear your settlers go into battle, find the guy and eliminate him.

Happened to me in Starlight Drive-in, then there were 2 deathclaws fighting eachother under a bridge. I had to take a minute to deal with the utter confusion after battle was done.

I've waited in The Castle for at least an hour(RT) and have looked everywhere for a single enemy.
I refuse to rebuild the Castle. How did no one catch stuff like this?! Fire the whole QA staff.

I HAVE ran away from the area. The event doesn't trigger. Running away was the FIRST thing I tried. If I go *too far* I fail the quest and The Castle is destroyed. I refuse to do that work again. 2 days dealing with this.

I apologise the way it reads you used fast travel. Did you try just shooting randomly while in sneak mode to see if you can set off [ Caution ]?

I haven't. I'll try that. My last resort would be to put everything, including resources, to the workshop, move everyone to a low populated settlement and wait to fail the quest. Then I'll replace every thing.

No, I refuse to do any of that.

I will not do that. I built my settlement up like I'm supposed to. I'm not going to fail a quest and let my stuff be destroyed because of a game breaking bug.
