Jack of all builds does not mean a master of all builds.
Jack of all builds means having a little bit of everything but master of none.
A Jack of all Trades would be all SPECIAL attributes set to 4.
As for being able to max all SPECIAL attributes, we will probably have to wait for the game to ship. The only reason you could do it in Fallout 3 without crippling yourself in the process was because of the Almost Perfect Perk, and at present we don't even know if that Perk is in Fallout 4.
Given that you start with only 28 SPECIAL points, I suspect that you can choose a perk every level and one of the possibilities is 'intense training' to raise a SPECIAL stat. The more you raise your SPECIAL, the fewer other perks you can have. Perks probably have a SPECIAL requirement, so as you level you will have to raise your stats up to the point where you qualify for the perks you want.
Assuming a level cap of 50 you would gain 49 perk picks through leveling. If you spent 19 of them on SPECIAL stats that would put you with about the same SPECIAL values as a Fallout 3 character who found all the bobbleheads and leave you with 30 perks (and some perks have more than one rank).
Sounds about right to me.
As in balancing it so you level everything evenly? Probably.
As in mastering everything? I don't know.

*Ahem* Sarcasm aside I belive it may be possible if we're able to raise our SPECIALs with levels.
Like if there are perks like "Almost Perfect" or not.
Otherwise it could be problematic to make a viable Jack-of-all-trades...
With mods you could possibly get a button combination to open the console.
Then aren't there there mini keyboards you can attatch to the controller for easier chating? There you go!
Would mod allow for a character editor to be used for Xbox One? Am wondering.
We have evidence our SPECIALS will break ten potentially so who knows.
